CSMS # 63690754 - Validations for Cargo Release Error/Condition Code 119
CBP deployed validations for Cargo Release Error/Condition Code 119 - VALUE LESS THAN ALL LINE-ITEM VALUES to the Certification (CERT) environment.  This Error Code will be returned when a Cargo Release transaction is submitted with an estimated entry value that is less than the total value of all lines.
For ACE Cargo Release (SE) standalone transmissions, this occurs when the Estimated Entry Value field in the SE10 record (positions 40-49) is less than the calculated total of all Line-Item Value fields in the SE60 records (positions 15-24).
Trade partners are encouraged to test this edit in the CERT environment and report any discrepancies in the processing.  Specifically, Entry Summary Certified for Cargo Release transmissions using Article Set Indicators “X” & “V” in the AE 40 record (position 8) should be tested to ensure the error is triggering correctly.
