Pursuant to Federal Register Notice (FRN) titled
“Notice of Action and Proposed Action in Section 301 Investigation of China’s Targeting the Maritime, Logistics, and Shipbuilding Sectors for Dominance”
published on April 17, 2025, with modifications published on June 12, 2025, Annexes I, II, and III establish
new fees for vessels owned, operated, or built in China, and for all foreign-built vehicle carrier vessels.
The burden for determining if a vessel owes the fee is on the operator,
NOT
CBP.
