Update to Agency Tariff Code Reference Guide Available

An updated version of the Automated Commercial Environment (ACE) Agency Tariff Code Reference guide is now available: ACE Agency Tariff Code Reference Guide [ https://www.cbp.gov/document/guidance/agency-tariff-code-agency-program-cross-reference ]. 
Changes made to the flags include: 
 *  For the Drug Enforcement Agency (DEA) 
 * Updated description for DE1 
 * Added DE3 
 * For the Consumer Product Safety Commission (CPSC) 
 * Added CP1 and CP2
