CSMS # 65769004 - ACAS Invalid Shipper and Invalid Consignee Rejections U.S. Customs and Border Protection sent this bulletin at 07/29/2025 09:45 AM EDT CSMS # 65769004 - ACAS Invalid Shipper and Invalid Consignee Rejections On September 27, 2025, U.S. Customs and Border Protection (CBP) will implement a nationwide rejection of missing or invalid Shipper and Consignees in Air Cargo Advance Screening (ACAS). On July 28, 2025, CBP is deploying changes to the Certification (CERT) environment for testing purposes. Prior to issuing rejections, CBP will implement a warning period, which will begin on July 28, 2025 . Rejections will be effective on September 27, 2025 . ACAS filers are expected to process these warning and rejection notifications and work to correct the issue with the shipper and bill of lading issuer for compliance on that shipment. Warning Notification The warning message will be emailed to the listed ACAS 24x7 point of contact. These warnings will be sent daily with a summary of each Invalid Shipper/Consignee from the previous day. Sample Warning Email Subject: ACAS Invalid Shipper and or Consignee Report Attachment: acas_shipper/consignee.[transmitter code].txt Email Body: Over the past 24 hours Shippers and or Consignees were included in ACAS filings which were determined to be invalid. Please see the attachment for bill counts and sample AWBs. The filing was processed normally during the warning period, which ends in 30 days on XX/XX/XXXX. After the warning period, filings with invalid Shippers and/or Consignees will be rejected. Rejection Notification After the warning period, submissions with invalid Shippers and/or Consignees will be rejected with error code INVALID_SHP_NAME and/or INVALID_CNE_NAME. Rejection Message CBP sends all ACAS rejections on a PER message. Example: PER 074-54400194-SIN0151749 ERR/400 INVALID_CNE_NAME PER 074-54400194-SIN0151749 ERR/400 INVALID_SHP_NAME ACAS filers, whether air carriers or parties electing to file, are expected to screen data for compliance with cargo declaration regulations. Corrective action is expected immediately. If CBP identifies any enforcement concerns, CBP may take additional actions.
