Update to ACE CATAIR Error Dictionary: New Error F60D LIC/CERT/PERM FOR HTS MISSING Created for Agriculture License Enforcement (LPC 14)

Please be advised that an updated version of the ACE CATAIR Error Dictionary V48 has been posted under Chapters: Current Capabilities" "section" "on CBP.gov [ https://www.cbp.gov/trade/automated/catair ]. This update creates a new Fatal validation for Agriculture related HTS numbers to require an Agriculture License. The update includes the following error: 
 * F60D: LIC/CERT/PERM FOR HTS MISSING  
A License Number/ Certificate Number / Permit Number (52-Record) is required for one or more of the HTS numbers cited on the ES line. 
A USDA agricultural license type 14 is required to access the re-export sugar program HTS, and the dairy rate quota HTS.  
The USDA agricultural license type 14 must be provided for in the 52 record on entries utilizing the re-export sugar program HTS regardless of entry type.

Any entry type utilizing these HTS without providing for the agricultural license type 14 number in the 52 record on their entry line will be rejected. 
This update is scheduled to deploy to the CERTIFICATION (CERT) environment and the PRODUCTION (PROD) environment on May 30, 2026.
